2、 The system plan is as follows:

Based on the above points, the entire system adopts a front-end decentralized forensics and back-end centralized management approach. The forensics data is first stored locally through a removable hard drive and then imported into the back-end database. At the same time, it can cooperate with wireless networks to achieve remote monitoring and management. The system topology is shown below:

The front-end mobile forensics terminal is the core module of the system (including high-definition camera and radar), as shown in the following diagram:

The entire system mainly consists of two main parts: a vehicle mounted mobile forensics terminal and a backend data processing center, which can be connected to wireless networks to achieve remote monitoring:

3、 Vehicle mounted mobile forensics terminal

The front-end mobile forensics system is installed on the vehicle, including the onboard forensics host, onboard pan tilt, panoramic camera+lens, flash, shock absorber seat, car lock buckle, license plate recognition module, central management software, electrical distributor, onboard display, onboard bracket and other auxiliary accessories (installation and debugging). The front-end mobile forensics system is the core part of the entire forensics system, which can achieve functions such as high-definition video and audio recording storage, high accuracy license plate recognition, target vehicle speed measurement, vehicle information positioning, image capture, preview intelligent shaking, etc.

4、 Backend Data Processing Center

The backend processing center completes the centralized processing of all collected data from the front-end. Each center is equipped with several data export devices. The data management staff inserts the plug-in hard disk submitted by the duty personnel into the export device, and then connects it to the PC. Through the backend data processing software, the forensic data stored in the hard disk can be replayed, proofread, extracted, and archived for storage.

The basic functions of the entire system are described as follows:

◆ Violation capture

The forensics host captures, collects, stores, and issues fines for vehicles that engage in illegal activities such as changing lanes, crossing lanes, driving in the opposite direction, and speeding at red lights on the road

◆ Radar speed measurement

The forensics host collects the current driving speed of the target vehicle through radar.

◆ Local display

The high-definition LCD screen inside the car displays local preview, event playback, system operation, system settings, system information, and operation assistance screens.

Video detection

By adopting a new video stream segmentation algorithm, vehicles can be conditionally screened in a stationary state without the need for manual intervention.

◆ License plate recognition

Adopting a new embedded license plate recognition and analysis algorithm, supporting the recognition and analysis of all domestic motor vehicle license plate formats, with a recognition accuracy of ≥ 93% and an average recognition time of ≤ 20ms in normal lighting environments. The identified license plate number can be displayed in real-time on the preview screen and can be entered into the data stream for long-term storage.

◆ Blacklist license plate comparison

The system can automatically and in real-time compare the license plate numbers identified on site with the blacklist license plate data recorded in the system database, and can identify various registered vehicles (such as "stolen vehicles", "hit and run vehicles", "illegal and unpaid vehicles", etc.), while also having an alarm function.

◆ GPS positioning

The system can automatically and in real-time reflect the trajectory and position of the vehicle's operating status on the map. Accurate positioning of target vehicles and other functions.

◆ Nighttime supplementary lighting

The system adopts infrared or white light supplementary technology, which can adapt to different license plate reflective coatings, achieving evidence collection and shooting at night or in poor lighting conditions, meeting the needs of all-weather law enforcement and evidence collection work.

◆ Intelligent stabilization

When the vehicle is driving, the camera image of the gimbal may shake. Through intelligent deblurring algorithms, the system can automatically process and adjust the preview image based on real-time GPS speed information, eliminating or reducing image shake, making the on duty personnel visually comfortable when watching the monitoring image in the driving environment.

◆ Digital watermark

By using digital watermark technology and adding hidden tags during the encoding process of forensic data, it can prevent malicious tampering of forensic video data and ensure the security and credibility of evidence materials.

◆ Storage management

The system is equipped with a backend data export device, combined with backend data processing software, which can proofread, organize, and export forensic data for long-term storage on the data server.

◆ Wireless network transmission (to be selected)

The system can support the transmission of various data information such as video and audio signals based on mobile network operators' 2.5G (GPRS/CDMA/EDGE) or 3G (WCDMA/CDMA 2000/TD-CDMA, etc.) networks, as well as WLAN (wireless local area network).

◆ Remote monitoring (to be selected)

The backend management command center can conduct real-time command and scheduling of vehicles on the management platform and remote monitoring client through wireless network, and can also remotely preview, replay, and download video materials.

The entire system has comprehensive functions, reasonable structure, and simple operation, which can quickly and effectively help law enforcement personnel complete various police evidence collection tasks. The basic law enforcement evidence collection workflow can be summarized as follows:

1. Before law enforcement personnel go out to carry out tasks, they need to obtain a hard drive for evidence collection;

2. Insert the hard drive into the host to start the system for dynamic monitoring and recording;

3. Select the corresponding operation mode (inspection mode, violation evidence collection mode, etc.) and set the parameters (channel code parameters, vehicle speed limit parameters, etc.) before law enforcement and evidence collection;

4. Carry out dynamic law enforcement and evidence collection work, and input data such as license plate recognition information, vehicle positioning information, radar speed measurement information, panoramic video, target vehicle video, target vehicle capture, and vehicle violation types into the evidence collection system terminal;

5. The terminal processes the obtained information, including target camera license plate recognition, black and white list comparison, event type definition, etc., and records the relevant data in the hard drive;

6. After the end of duty, law enforcement personnel extract the hard drive from the onboard host and return it to the management center to return the law enforcement data processing personnel. The law enforcement data processing personnel verify the evidence collection information through the backend system software and import it into the system database.

The system includes complete evidence collection information, including the location of law enforcement vehicles, video captures of the overall behavior of the incident, and information on the time when the law enforcement incident occurred. It can provide strong evidence for the punishment work of law enforcement agencies, achieving fairness, transparency, and credibility in law enforcement.

The explanation of each functional module is as follows:

◆ Front end camera

Install a car mounted gimbal on the roof of the car as a target camera to track and capture key points of the shooting event and collect target feature information; Install a high-definition camera inside the car as a foreground camera to record the overall behavioral process of the event.

◆ Data encoding and decoding

Using professional vehicle mounted mobile network monitoring and recording equipment (vehicle mounted mobile network monitoring host), combined with video and audio encoding and decoding technology, the video and audio signals collected by the front-end camera are compressed and encoded.

◆ Data storage

The encoded data is stored in a plug-in hard drive, which is a 2.5-inch car specific hard drive with industrial grade seismic performance, low power consumption, and stable data reading and writing in bumpy environments; At the same time, it is packaged in a dedicated police hard drive box, which can be independently plugged in and out, with tight interfaces and good shock resistance.

◆ License plate recognition

Adopting advanced license plate recognition algorithms, the hardware module is embedded in the onboard forensics host, supporting the recognition of all domestic motor vehicle license plate standards, and accurately and quickly identifying the license plate number of the target vehicle.

◆ Car mounted display screen

Install a 10.4-inch industrial grade touch LCD display screen on the vehicle, which is used to display local preview screens, local playback screens, and device operation information.

Design of backend data processing system

The backend management system is responsible for retrieving, proofreading, organizing, and storing forensic data, mainly relying on data export devices, backend data processing software, and data storage devices.

◆ Data export system

The backend data export system PC, data export instrument, and backend data processing software, as well as the retrieval and verification of forensic data, are all completed on the PC through the backend data processing software.

The relevant workflow is to remove the pluggable hard drive from the evidence collection host and hand it over to the data processing personnel in the backend center after the out of office duty personnel finish their duties. The data processing personnel will insert the hard drive into the data export device, which will then be connected to the PC. Then, through the data processing software, various tasks such as organizing, proofreading, classifying, and extracting data from the evidence collection hard drive can be carried out.

After the backend data processing personnel organize and extract the data from the forensic hard drive, it can be classified and stored in the data storage server of the backend management center for future data verification and verification.
